The base material for making Heart of the Oak can only be white/grey quality two-handed staffs or one-handed flails (including flails, flails of punishment and hammers of heavenly punishment, normal, extended, and elite levels are all available). However, since the benefits of a two-handed staff compared to a one-handed flail with a shield (barbarians can use another weapon), and the high strength and agility requirements of the extended and elite-level flails will cause a waste of attribute points, ordinary flails with low strength and agility requirements are generally chosen as the base material.
